UCare was created by doctors at the University of Minnesota to better reach underserved communities. In the late 1980s, it became an independent, nonprofit health plan that continues its strong focus on individual health plans, including Medicare, Individuals & Family, adults with disabilities and those with Medical Assistance.
UCare pioneered transportation, interpretation and mobile dental services for Minnesota state health care program enrollees and was the first health plan in Minnesota to offer coverage to people with disabilities.
