Minnesota Medigap Comparison Guide — 2026

Compare Minnesota Medigap Plans

Minnesota has its own unique Medicare Supplement system — different from most other states. Instead of only the federally standardized plans, Minnesota offers state-specific Basic and Extended Basic Medigap plans alongside Plan N, Plan M, Plan K, and Plan L.

As an independent Medicare specialist licensed in Minnesota since 1984, I compare plans from multiple carriers to find the coverage that fits your health needs and budget — at no cost to you.

What Is a Minnesota Medigap Plan?

A Medicare Supplement — commonly called Medigap — is a private insurance policy that works alongside Original Medicare (Parts A and B) to cover the out-of-pocket costs Medicare leaves behind: deductibles, copayments, and coinsurance. Without a Medigap plan, a serious illness or hospitalization can result in thousands of dollars in unexpected bills.

Minnesota is one of only three states (along with Massachusetts and Wisconsin) that standardizes its Medigap plans differently from the rest of the country. Instead of only offering the federally standardized Plan A through Plan N lineup, Minnesota offers state-specific Basic and Extended Basic plans — giving Minnesota residents a broader set of choices than most Americans.

To enroll in a Medigap policy you must have:

  • Medicare Part A (hospital insurance)
  • Medicare Part B (medical insurance)

Medigap plans do not include prescription drug coverage. Most beneficiaries also enroll in a separate Medicare Part D plan for medications.

Minnesota Basic Plan

The Minnesota Basic Plan provides solid, dependable coverage while keeping monthly premiums lower than more comprehensive options. It covers the core Medicare cost-sharing gaps and can be enhanced with optional riders for additional benefits.

This plan may be a good fit if you want reliable coverage, prefer lower monthly premiums, and are comfortable managing some out-of-pocket costs or adding optional riders for specific benefits.

Advantages

  • Lower monthly premiums than Extended Basic
  • Flexible optional riders to customize coverage
  • Strong value for healthy, budget-conscious retirees

Considerations

  • Some benefits require optional riders at additional cost
  • Higher potential out-of-pocket exposure than Extended Basic

Minnesota Extended Basic Plan

Extended Basic is Minnesota's most comprehensive Medigap option. It covers virtually all Medicare cost-sharing, giving you predictable, near-zero out-of-pocket costs for Medicare-covered services.

This plan is often the right choice if you visit doctors frequently, have ongoing health conditions, or simply want the peace of mind that comes with knowing your medical bills are covered. The trade-off is a higher monthly premium compared to the Basic Plan.

Advantages

  • Most comprehensive Minnesota Medigap coverage
  • Minimal unexpected out-of-pocket medical bills
  • Excellent for frequent healthcare users
  • Strong peace of mind for complex health situations

Considerations

  • Higher monthly premiums than the Basic Plan
  • May cost more than you use if you're generally healthy

Minnesota Plan N

Plan N is a federally standardized Medigap plan available in Minnesota that offers strong coverage at a lower monthly premium than Extended Basic. The trade-off is that you pay small copayments for some doctor and emergency room visits.

Plan N is often a good fit for relatively healthy Medicare beneficiaries who visit the doctor occasionally, want to reduce their monthly premium, and don't mind paying a modest copayment at the time of service. It covers the Part A deductible and coinsurance, Part B coinsurance (with copays), and foreign travel emergency care.

Plan M, Plan K, and Plan L

These federally standardized plans are available in Minnesota and offer lower monthly premiums in exchange for sharing more of the Medicare cost-sharing with you.

Plan M

Covers 50% of the Part A deductible and the Part B coinsurance. A middle-ground option for beneficiaries comfortable with some cost sharing.

Plan K

Covers 50% of most Medicare cost-sharing up to an annual out-of-pocket limit. After you reach the limit, the plan pays 100% for the rest of the year.

Plan L

Covers 75% of most Medicare cost-sharing up to a lower annual out-of-pocket limit than Plan K. A step up from Plan K with a higher premium.

How to Compare Medigap Companies

A common misconception is that one insurance company offers better medical coverage than another. For the same standardized Medigap plan, the benefits are identical regardless of which company sells it — Plan N from Humana covers the same things as Plan N from Aetna. The differences between companies are:

Monthly premium
Household discounts
Financial strength rating
Customer service reputation
Rate increase history

Comparing several companies before enrolling can save you hundreds of dollars per year in premiums — for identical coverage. That's exactly what I do for my clients.

Why Work With an Independent Medicare Agent?

As an independent Medicare agent, I compare plans from multiple insurance companies rather than representing only one carrier. That means you get objective advice — not a sales pitch for a single company's product.

  • Objective comparisons across multiple carriers
  • Personalized recommendations based on your health and budget
  • Help understanding Minnesota's unique Medigap rules
  • Ongoing service and support after enrollment
  • No additional cost — my compensation comes from the carriers

My compensation comes from the insurance carriers — not from you. Your plan costs exactly the same whether you use an independent agent or go directly to the insurance company. The difference is that with an agent, you get expert guidance and ongoing support at no extra charge.

Frequently Asked Questions

Which Minnesota Medigap plan is the most comprehensive?

Extended Basic generally provides the broadest coverage available under Minnesota's standardized Medigap system, covering most Medicare cost-sharing with minimal out-of-pocket exposure.

Can I see any doctor with a Medigap plan?

Most Medigap plans work with any provider nationwide who accepts Medicare patients — no network restrictions, no referrals required.

Do Medigap plans include prescription drug coverage?

No. Prescription drug coverage is purchased separately through a Medicare Part D plan. If you have a Medigap policy, you will need to add a standalone Part D plan for your medications.

How much do Minnesota Medigap premiums cost?

Premiums vary by plan type, insurance company, your age, tobacco status, household discounts, and other rating factors. The only way to get an accurate premium is to compare quotes from multiple carriers — which I can do for you at no cost.

Can I switch Medigap plans after I enroll?

Outside of your initial Medigap Open Enrollment Period (the 6 months starting when you turn 65 and enroll in Part B), switching plans may require medical underwriting. Some people are declined or charged higher premiums based on health history. Timing your enrollment correctly is important.

Is Minnesota's Medigap system different from other states?

Yes. Minnesota offers its own state-specific Basic and Extended Basic plans in addition to the federally standardized plans (Plan N, Plan M, Plan K, Plan L). This makes Minnesota's Medigap market unique and worth understanding before you enroll.
